A
New Development Plan and Zoning Bylaw to help shape
our future in the new millennium.
In
the summer of 2000 Council concluded a zoning review
process, that spanned 1 1/2 years. This process provided
many opportunities for public input, into the shaping
of an improved development plan for the new millennium.
Discussion focused on many issues, including the quality
of life our residents currently enjoy. But what about
the future? How can we ensure that we maintain the qualities
that define our rural lifestyle? Maybe by considering
the things that contribute to our quality of life, in
order to preserve and enhance it for the future.

Plan / Zoning Bylaw
One
of the most scenic beauty spots in Saskatchewan is the
Qu'Appelle Valley. The Rural Municipality of Lumsden
No. 189 is comprised of the majestic Qu'Appelle River
Valley, flowing fields of golden grain, and herds of
cattle grazing in pasture fields. The purpose of the
development plan is to provide a framework to manage
development in consideration of its opportunities in
agricultural, and non-agricultural development, as well
as, its unique natural and heritage resource characteristics.
The
plan also establishes a decision-making framework by
which council can better co-ordinate various public
and private development, social, economic, municipal
servicing, environmental and related interests withinb
the rural municipality.
The
R.M. has two planning districts and within the districts
exist zones and four management areas. The plan provides
development goals and objectives for each district,
zone and management area. This allows Council to deal
more effectively and consistently with development applications
pertaining to Agriculture, Country Residential, Commercial,
Industrial, Tourism & Recreation, Mineral Extraction
and Public Utilities.
