Administration

The municipal offices of the R.M. and Town of Lumsden are located at 300 James Street N., in Lumsden, Saskatchewan. The administration works jointly for the R.M. and Urban Councils, under a cost sharing agreement.

Office Hours are Monday through Friday as follows ...

Waste Disposal Access Information ...

The Town of Lumsden Landfill site is open to R.M. of Lumsden taxpayers, for disposal of domestic waste, during the following

SUMMER hours:  
April 15 - October 14th  
Mondays and Thursdays  5:00 p.m. - 8:00 p.m.
Wednesdays and  Saturdays 10:00 a.m. to 4:00 p.m.

The key for the landfill is no longer available at the Town Office. Dumping is only available on the above days when the landfill is open. Some charges may apply as follows:

Mixed Loads
Small Items $  5.00 per load
½ Tons & Utility trailers $15.00 per load 
¾ Tons – 1 Ton Truck $30.00 per load
2 Tons & Over $75.00 per load
Scrap/Used Tires  
Passenger Car & smaller  $  5.00 per tire
Truck or Semi-Trailer $  7.00 per tire
Agricultural Equipment $12.00 per tire
Mining Vehicles/Equip. $40.00 per tire

Mixed Loads includes the following waste:
Household waste that is not contained in bags, Carpet, T.V., Sofas, Furniture, Mattresses, Burning Barrels, etc., Bulk refuse  (incl. -Concrete mixed with wood, metal or plastic rubble), Shingles and insulation, Dead animals –$15.00 per animal (buried in trench and covered immediately), Wood, metals and recyclables that are not sorted for disposal in specified designated areas..

Taxes

Council adopted the 2010 budget and set the mill rate of 12.457 mills, which reflects an increase of 1.50 mills from last year.  The school mill rate remained the same as 2009.

Assessment Values are based on 2006 market values and the taxable assessment is 70% of that value for Residential, 55% for Agricultural, 45% for Non-Arable (grazing) and 100% for Commercially assessed properties. R.M. Council sets the Municipal Mill Rate (12.457 in 2010) and the Province of Saskatchewan has set the education property tax mill rates as follows:
   • for all agricultural property, 7.08 mills
   • for all residential property, 10.08 mills
   • for all commercial /industrial property
      o on the first $499,999 taxable assessment, 12.25 mills,
      o on next $5,500,000 taxable assessment, 15.75 mills, and
      o on any any taxable assessment over $5,999,999, 18.55 mills

Taxes levied for any year are deemed to be due on and from January 1st of that year. Where taxes and penalties remain unpaid after December 31st in the year in which they are levied, a penalty of 0.50% per month shall be added; an additional 6.0% penalty will be added if taxes remain outstanding on December 31st of the following year. Discounts are given for current taxes paid as per the following schedule:

If paid on or before July 31st - 6% Discount
If paid on or before August 31st - 6% Discount
If paid on or before Sept. 30th - 5% Discount
If paid on or before Oct. 30th – 4% Discount
If paid on or before Nov. 30th – 2% Discount
